The Hingham Municipal Lighting Plant (HMLP) is proud to be the community-owned electric service provider for Hingham residents and businesses. Our mission is to provide affordable, reliable, and sustainable electric services to the community.
Financial pressures can make paying the bills hard for some of our customers. The HMLP Board and staff are excited to introduce a new Income-Adjusted Rate to assist those who need it.
For the first time, residents who need help can qualify for a discount on portions of their electric bill. If you are a customer who needs assistance, you can qualify for the Income- Adjusted Rate by showing that you participate in one of the programs listed below.
Eligible Programs
Low-Income Home Energy Assistance Program (LIHEAP/Fuel Assistance)
Emergency Assistance for the Elderly, Disabled, and Children (EAEDC)
Hingham’s Property Tax Relief (Income & Asset-Based Programs Only)
Supplemental Security Income (SSI)
MassHealth
Public or Subsidized Housing
Transitional Aid to Families with Dependent Children (TAFDC)
Head Start / Early Head Start
Veteran’s Connected Services / Chapter 115 / Safety Net Program
Supplemental Nutrition Assistance Program (SNAP/Food Stamps)
Veterans Dependency & Indemnity Compensation (DIC) Surviving Parent or Spouse
Veterans Non-Service Disability Pension
Commonwealth Care Plan Types 1, 2, or 3A
Health Safety Net Plan – Primary or Secondary (Not Partial)
Women, Infants, & Children (WIC) Nutritional Program
HMLP does not request any personal income or asset information from applicants. Eligible applicants must be a residential customer of HMLP, the customer of record for the account, applying for the primary dwelling only, and participating in one of the qualifying programs. Residents on this rate will also be required to reapply annually to continue receiving the rate in the upcoming year.

By calling (781) 749-0134 and requesting to be mailed an application.
Applications are also available at Town Hall, Hingham Public Library, or other locations around town.
